I am so sorry that this happened! We will definitely check this with our delivery partner and take necessary action. 

If you found your debit card delivery package (envelope) with open/torn or damage (not useable) condition so for the time being, if possible, could you please return the package at your nearest branch or destroy it and apply for a new one?
